The European Commission has decided to conduct an anti-dumping investigation on multilayer wood flooring originating in China

2024-05-27

The European Commission has decided to conduct an anti-dumping investigation on multilayer wood flooring originating in China (Panels of bamboo or with at least the top layer (wear layer) of bamboo, and panels for mosaic floors are excluded.)

Let's first understand what is anti-dumping and the conditions for the establishment of anti-dumping:

-Anti-dumping refers to a trade policy measure taken by a country to protect its domestic industries from unfair competition by foreign firms. This occurs when a foreign company sells its products in the domestic market at a price that is lower than the fair market value or lower than the cost of production. In response, the importing country may impose anti-dumping duties or tariffs on these products to prevent further damage to its domestic industries. This is done to protect local businesses from being put out of business due to unfair pricing practices.

-The three necessary conditions for anti-dumping to be established are:
1.Evidence of dumping: There must be evidence that a foreign company is selling goods in the domestic market at a lower price than the normal value in the exporting country.

2.Material injury: The dumping of goods must be causing material injury to the domestic industry, such as lost sales, reduced profits, or job losses.

3.Causal link: There must be a causal link between the dumping and the material injury suffered by the domestic industry.

Why does the Commission launch an anti-dumping investigation

April 2024 the European Parquet Federation has filed a complaint with the European Commission alleging that the import of multi-layer solid wood laminate flooring from China is dumping and will cause harm to the flooring industry in the EU.the Commission considers that the evidence provided by the complainant, the european parquet federation, proves that some of the products under investigation imported from the countries concerned have been found to be inappropriate in terms of price and cost, which justifies the initiation of the proceedings. The investigation will determine whether the products under investigation originating in the countries concerned have been dumped and whether the dumped imports have caused harm to EU industry.

What is our strategy to deal with the anti-dumping

In the face of the EU anti-dumping investigation on the multi-layer wood flooring (CN 44187500) produced in China, led by the China National Forest Products Industry Association to organize talks, Sunhousefloor will actively respond with other Chinese flooring enterprises.

This move shows the confidence of sunhousefloor and other Chinese flooring companies in the quality and competitiveness of their products, and also reflects the determination to safeguard their own interests. In the context of frequent international trade frictions, Chinese enterprises are willing to actively participate in the investigation and safeguard their own rights and interests according to the prescribed procedures, which shows the confidence and responsibility of Chinese enterprises.
